CONTROVERSIAL POLICY DECISIONS ARE BEING LEFT UNCHALLENGED BY CHARITIES WHICH FEAR CRITICISING THE GOVERNMENT BECAUSE MINISTERS HAVE UNDERMINED THEIR ROLE IN POLITICS ,ONE OF BRITAIN`S  MOST RESPECTED CHARITY FIGURES HAS CLAIMED .

THE DISABILITY RIGHTS ACTIVIST SIR BERT MASSIE  SAID THE GOVERNMENT WAS “DOING IT`S UTMOST TO ENSURE THAT THE RIGHT OF THE VOLUNTARY SECTOR TO CAMPAIGN AGAINST HARMFUL POLICIES IS INCREASINGLY DIMINISHED ”

IN A REPORT RELEASED BY THE CIVIL EXCHANGE THINK -TANK  HE SAID MINISTERS HAD “INTRODUCED A NUMBER OF POLICIES  WITHOUT SUFFICIENT CONSULTATION “IGNORING AN AGREEMENT FOR 12 -WEEK  CONSULTATIONS TO ALLOW CHARTIES TO MAKE SERIOUS CONTRIBUTION TO THE DEVELOPMENT OF POLICY “

SIR BERT`S COMMENTS FOLLOW A REPORT BY THE PANEL ON THE INDEPENDENCE OF THE VOLUNTARY SECTOR WHICH ACCUSED THE GOVERNMENT OF “TREATING CHARITIES THAT IT PREDOMINANTLY FUNDS LIKE MERE ARMS OF THE STATE .

GOVE`S  PLAN TO LET ACADEMIES AND FREE SCHOOLS TURN A PROFIT

ACADEMIES AND FREE SCHOOLS SHOULD BECOME PROFIT -MAKING BUSINESS`S USING HEDGE FUNDS AND VENTURE CAPITALISTS TO RAISE FUNDS ,ACCORDING TO PRIVATE PLANS BEING DRAWN UP BY THE SECRETARY OF EDUCATION , MICHAEL GOVE.

DETAILS OF DISCUSSIONS ON THE PROPOSED REDESIGN OF ACADEMY REGULATIONS REVEAL THAT MR GOVE IS CONSIDERING THE CONTROVERSIAL FINANCIAL REVAMP OF HIS ACADEMY SCHOOLS PROGRAMME AFTER ADVISERS PREDICTED THE GROWTH OF HIS REFORMS WILL STALL UNLESS OPERATORS AND SPONSORS ARE GIVEN NEW FINANCIAL INCENTIVES .

IN A FURTHER RADICAL MEASURE AIMED AT BOOSTING THE ECONOMIC ATTRACTION OF ACADEMIES , THE EDUCATION SECRETARY IS EXAMINING PROPOSALS FOR ACADEMY SCHOOLS WITH LARGE SITES TO BE ABLE TO SELL OFF OR SUB -LET FORMER COUNCIL OWNED LAND ,WITH MONEY USED TO REBUILD OR IMPROVE SCHOOLS .

THE NATIONAL UNION  OF TEACHERS BRANDED THE COVERT DISCUSSIONS INSIDE THE DfE  “A SCANDAL WAITING TO HAPPEN ” AND CALLED ON THE EDUCATION SECRETARY TO MAKE AN URGENT STATEMENT TO PARLIMENT AND TAXPAYERS ON WHERE THE ACADEMY PROGRAMME IS NOW HEADING . STEPHEN TWIGG ,LABOUR `S SHADOW EDUCATION SECRETARY , CALLED THE PLANS A “TRIUMPH OF DOGMA OVER EVIDENCE ” LAST YEAR A SURVEY BY POPULUS SHOWED THAT THREE QUARTERS OF THE PUBLIC DISAPPROVED OF ACADEMIES MAKING PROFITS .

(i )ONE IN FOUR OF ENGLANDS 7.3 MILLION STATE PUPILS ARE IN ACADEMY STATUS SCHOOLS .JUST OVER 3,000 OF ENGLANDS 27,000 SCHOOLS ARE ACADEMIES . OVER HALF OF SECONDARY SCHOOLS AND 10 PER CENT OF PRIMARIES ARE ACADEMIES .

EDUCATIONAL NEWS FROM THE INDEPENDENT i      JUNE 1ST 2013

SWEDISH   FREE  SCHOOLS  CLOSE  DOWN

ONE OF THE LARGEST FREE SCHOOL OPERATORS IN SWEDEN IS TO SHUT DOWN , RAISING FURTHER DOUBTS ABOUT CONSERVATIVE HOPES OF LETTING PRIVATE COMPANIES RUN BRITISH FREE SCHOOLS  FOR PROFIT .

THREE OF THE SCHOOLS RUN BY JB EDUCATION IN SWEDEN ARE TO CLOSE  AND THE OTHER 19 ARE TO BE SOLD AFTER PRIVATE EQUITY GROUP AXCEL ,THE PARENT COMPANY WHICH BOUGHT THEM IN 2008 , DECIDED THAT THE LOSSES WERE TOO SUBSTANTIAL ” IT IS EXTREMELY REGRETTABLE THAT IT WILL AFFECT THE STUDENTS” , JB EDUCATION `S CHIEF EXECUTIVE , ANDERS HULTIN WAS QUOTED AS SAYING YESTERDAY.

YESTERDAY  TEACHING UNIONS IN BRITAIN SAID THAT THE SWEDISH EXPERIENCE DEMONSTRATED HOW INAPPROPRIATE IT IS TO ALLOW SCHOOLS TO RUN FOR PROFIT .

CHRISTINE BLOWERS, GENERAL SECRETARY OF THE NATIONAL UNION OF TEACHERS , SAID ; A PRIVATE COMPANY `S FIRST LOYALTY IS TO SHAREHOLDERS , NOT PUPILS OR PARENTS. IF A SCHOOL ISN`T PROFITABLE , IT WILL EITHER CUT CORNERS OR , IN THE WORST CASE SCENARIO , CLOSE IT DOWN .

SCHOOLS IN THE RICHEST AREAS ARE FAILING THE POOREST PUPILS

SCHOOLS IN THE MOST AFFLUENT PARTS OF ENGLAND ARE FAILING PUPILS FROM POOR FAMILIES ,THE GOVERNMENT WARNS TODAY . DAVID LAWS THE SCHOOLS MINISTER DESCRIBED THE RECORD IN “SOME OF THE LEAFIEST PARTS OF THE COUNTRY ” AS A “DISGRACE ” , ACCUSING THEM OF WASTING EXTRA MONEY PROVIDED FOR DISADVANTAGED YOUNG PEOPLE .

IF THESE SCHOOLS FAIL TO IMPROVE THE “OUTRAGEOUSLY LOWEXAM RESULTS OF POOR CHILDREN ,HE WARNED THEY COULD BE EVENTUALLY FACE CLOSURE  . CHILDREN FROM DEPRIVED AREAS ARE GETTING BETTER RESULTS THAN THOSE FROM AFFLUENT PARTS ,HE SAID . IN AN INTERVIEW WITH i ,THE LIBERAL DEMOCRAT MINISTER ANNOUNCED PLANS TO ENSURE HIS PARTYS  £2.5 bn -a- YEAR PUPIL PREMIUM SCHEME MAKES MORE IMPACT .

UNDER THE SCHEME , 1 .8 MILLION PUPILS WHO ARE EITHER  ON FREE SCHOOL MEALS OR HAVE QUALIFIED FOR THEM IN THE PAST SIX YEARS ATTRACT £900 A YEAR OF FUNDING  EACH SO THAT THEIR SCHOOL CAN GIVE THEM SPECIAL HELP .NEW DEPARTMENT FOR EDUCATION FIGURES SHOW THAT 42 PER CENT OF THOSE CHILDREN GOT FIVE GCSEs WITH GRADES A* TO C IN 2011 -12 COMPARED WITH 67 PER CENT AMONG CHILDREN FROM BETTER OFF FAMILIES -A NATIONAL ” ATTAINMENT GAP ” OF  25 PER CENT .

HOWEVER  , THE MAJORITY OF LOCAL AUTHORITIES WITH THE LOWEST LEVELS OF DEPRIVATION HAVE “WEAK RESULTS”  FOR CHILDREN ON THE PUPIL PREMIUM AND A BIG ATTAINMENT  GAP BETWEEN  THEM AND OTHER CHILDREN . IN CONTRAST ,ALL 10 AUTHORITIES WITH THE HIGHEST LEVELS OF DEPRIVATION  HAVE GOOD RESULTS FOR CHILDREN ON PUPIL PREMIUM AND SMALL GAPS BETWEEN THEM AND OTHERS .

MR LAWS HAS WRITTEN TO ABOUT A 100 SCHOOLS IN THE 15 AREAS WITH A BIG GAP TO ASK THEM TO ENSURE THE PUPIL PREMIUM IS USED TO CLOSE IT . FROM SEPTEMBER ,THE SCHOOLS THAT FAIL TO CLOSE THE GAP WILL BE CLASSED AS ” REQUIRING IMPROVEMENT BY OFSTED ,RATHER THAN “OUTSTANDING ” IF THEY DO NOT IMPROVE IN THE FOLLOW –  UP  INSPECTIONS ,THEY WILL HAVE TO BRING IN A HEAD TEACHER FROM A SCHOOL TO ADVISE THEM FOR A PERIOD . SCHOOLS  COULD BE PLACED IN “SPECIAL MEASURES ” AND EVENTUALLY CLOSED

MR LAWS SAID : SCHOOLS IN THE LEAFIEST PARTS OF THE COUNTRY MAY THINK THAT THEY ARE DOING EXTREMELY WELL  ,BUT THEY HAVE AN OUTRAGEOUSLY LOW NUMBER OF PUPIL PREMIUM YOUNGSTERS GETTING FIVE GOOD GCSEs . TO HAVE 65 PER CENT OF POOR YOUNGSTERS IN BUCKINGHAMSHIRE FAILING TO GET FIVE GOOD GCSEs IS A DISGRACE .

LOCAL AUTHORITIES AND SCHOOLS NEED TO UNDERSTAND THAT THEY CAN NO LONGER HIDE BEHIND GOOD HEADLINE FIGURES IF THEY FAIL A VERY LARGE COHORT OF PUPILS . HE SAID HIS GOAL WAS TO HALVE THE 25 PER CENT ATTAINMENT GAP NATIONALLY .
