THE GOVERNMENT`S SOCIAL MOBILITY TSAR HAS WARNED THAT EXPANDING THE GRAMMAR SCHOOL SYSTEM WOULD BE A DISASTER ,A DAY AFTER IT EMERGED THAT THERESA MAY WAS CONCIDERING THE IDEA .

ALAN MILBURN ,THE FORMER LABOUR CABINET MINISTER WHO CHAIRS THE GOVERNMENT`S SOCIAL MOBILITY COMMISSION ,SAID ENDING THE BAN ON BUILDING NEW SELECTIVE SCHOOLS RISKED CREATING AN “US AND THEM DIVIDE ” WITHIN THE EDUCATIONAL SYSTEM .

HE SAID THAT PUPILS AT ENGLAND`S REMAINING 163 SELECTIVE STATE SCHOOLS WERE FOUR OR FIVE TIMES MORE LIKELY TO HAVE COME FROM INDEPENDENT PREP SCHOOLS THAN FROM THE DISADVANTAGED BACKGROUNDS .

“THIS IS NOT SELECTION EDUCATIONALLY ,IT IS SELECTION SOCIALLY .IF (MORE OF ) THAT IS WHAT IS BEING TALKED ABOUT ,IT WILL NOT PROVIDE A SOCIAL MOBILITY DIVIDEND ,IT WILL BE A SOCIAL MOBILITY DISASTER “. SAID MILBURN .

ON TUESDAY AN OFFICIAL DOCUMENT INDICATING THAT THE GOVERNMENT WAS PLANNING TO END THE MORATORIUM WAS PHOTOGRAPHED IN THE HANDS OF A CIVIL SERVANT OUTSIDE DOWNING STREET .

MILBURNS COMMENTS CAME DURING A WIDE  – RANGING INTERVIEW WITH THE GUARDIAN IN WHICH HE CALLED ON MAY TO TAKE URGENT ACTION TO CLOSE THE GAP BETWEEN THE WEALTHIEST AND THE POOREST ,AND WARNED OF AN OVERWHELMING AND “FESTERING SENSE OF SOCIAL RESENTMENT “ACROSS BRITAIN .

SCHOOLS IN THE RICHEST AREAS ARE FAILING THE POOREST PUPILS

BY ANDREW GRICE POLITICAL EDITOR : THE INDEPENDENT i  23rd April 2013

SCHOOLS IN THE MOST AFFLUENT PARTS OF ENGLAND ARE FAILING PUPILS FROM POOR FAMILIES ,THE GOVERNMENT WARNS TODAY . DAVID LAWS THE SCHOOLS MINISTER DESCRIBED THE RECORD IN “SOME OF THE LEAFIEST PARTS OF THE COUNTRY ” AS A “DISGRACE ” , ACCUSING THEM OF WASTING EXTRA MONEY PROVIDED FOR DISADVANTAGED YOUNG PEOPLE .

IF THESE SCHOOLS FAIL TO IMPROVE THE “OUTRAGEOUSLY LOWEXAM RESULTS OF POOR CHILDREN ,HE WARNED THEY COULD BE EVENTUALLY FACE CLOSURE  . CHILDREN FROM DEPRIVED AREAS ARE GETTING BETTER RESULTS THAN THOSE FROM AFFLUENT PARTS ,HE SAID . IN AN INTERVIEW WITH i ,THE LIBERAL DEMOCRAT MINISTER ANNOUNCED PLANS TO ENSURE HIS PARTYS  £2.5 bn -a- YEAR PUPIL PREMIUM SCHEME MAKES MORE IMPACT .

UNDER THE SCHEME , 1 .8 MILLION PUPILS WHO ARE EITHER  ON FREE SCHOOL MEALS OR HAVE QUALIFIED FOR THEM IN THE PAST SIX YEARS ATTRACT £900 A YEAR OF FUNDING  EACH SO THAT THEIR SCHOOL CAN GIVE THEM SPECIAL HELP .NEW DEPARTMENT FOR EDUCATION FIGURES SHOW THAT 42 PER CENT OF THOSE CHILDREN GOT FIVE GCSEs WITH GRADES A* TO C IN 2011 -12 COMPARED WITH 67 PER CENT AMONG CHILDREN FROM BETTER OFF FAMILIES -A NATIONAL ” ATTAINMENT GAP ” OF  25 PER CENT .

HOWEVER  , THE MAJORITY OF LOCAL AUTHORITIES WITH THE LOWEST LEVELS OF DEPRIVATION HAVE “WEAK RESULTS”  FOR CHILDREN ON THE PUPIL PREMIUM AND A BIG ATTAINMENT  GAP BETWEEN  THEM AND OTHER CHILDREN . IN CONTRAST ,ALL 10 AUTHORITIES WITH THE HIGHEST LEVELS OF DEPRIVATION  HAVE GOOD RESULTS FOR CHILDREN ON PUPIL PREMIUM AND SMALL GAPS BETWEEN THEM AND OTHERS .

MR LAWS HAS WRITTEN TO ABOUT A 100 SCHOOLS IN THE 15 AREAS WITH A BIG GAP TO ASK THEM TO ENSURE THE PUPIL PREMIUM IS USED TO CLOSE IT . FROM SEPTEMBER ,THE SCHOOLS THAT FAIL TO CLOSE THE GAP WILL BE CLASSED AS ” REQUIRING IMPROVEMENT BY OFSTED ,RATHER THAN “OUTSTANDING ” IF THEY DO NOT IMPROVE IN THE FOLLOW –  UP  INSPECTIONS ,THEY WILL HAVE TO BRING IN A HEAD TEACHER FROM A SCHOOL TO ADVISE THEM FOR A PERIOD . SCHOOLS  COULD BE PLACED IN “SPECIAL MEASURES ” AND EVENTUALLY CLOSED

MR LAWS SAID : SCHOOLS IN THE LEAFIEST PARTS OF THE COUNTRY MAY THINK THAT THEY ARE DOING EXTREMELY WELL  ,BUT THEY HAVE AN OUTRAGEOUSLY LOW NUMBER OF PUPIL PREMIUM YOUNGSTERS GETTING FIVE GOOD GCSEs . TO HAVE 65 PER CENT OF POOR YOUNGSTERS IN BUCKINGHAMSHIRE FAILING TO GET FIVE GOOD GCSEs IS A DISGRACE .

LOCAL AUTHORITIES AND SCHOOLS NEED TO UNDERSTAND THAT THEY CAN NO LONGER HIDE BEHIND GOOD HEADLINE FIGURES IF THEY FAIL A VERY LARGE COHORT OF PUPILS . HE SAID HIS GOAL WAS TO HALVE THE 25 PER CENT ATTAINMENT GAP NATIONALLY .

“THIS IS MY HOME NOW”  A PROJECT AT SOUTHAMPTON ,HAMPSHIRE ,ENGLAND .31ST DECEMBER 2012

THIS ORAL HISTORY PROJECT HAS NOW CONCLUDED AND WAS BASED ON 28 REFUGEES WHO HAD FLED PERSECUTION OR CONFLICT IN THEIR COUNTRIES TO LIVE IN THE AREA OF SOUTHAMPTON BETWEEN 1939 TO 2007.

JENNY CUFFE  THE MANAGER OF THE PROJECT REFLECTS  BELOW ON THE WORK,  OF WHICH A FULL ACCOUNT AND GUIDANCE ON THE UNDERTAKING CAN BE SEEN ON THEIR PROJECT WEBSITE .THIS IMPORTANT WORK WOULD BE INVALUABLE IF REPEATED ELSEWHERE IN THE WORLD .

AS REFUGEES ,THE INDIVIDUALS WHO HAVE TAKEN PART HAVE EXPERIENCED TRAUMA AND LOSS BEFORE RE-BUILDING THEIR LIVES .IN DEVISING OUR PROJECT AND CARRYING OUT THE INTERVIEWS ,WE TRIED TO BE SENSITIVE TO THIS AND TO ENSURE THAT THE PARTICIPANTS HAD A MEASURE OF CONTROL OVER THE PROCESS “.

“THE CONCEPT OF ORAL HISTORY WAS TOTALLY NEW TO SOME OF OUR PARTICIPANTS .WE WERE ALSO AWARE THAT SOME HAD HAD NEGATIVE EXPERIENCES WHEN TELLING THEIR STORIES TO OFFICIALS FROM THE UK  BORDER AGENCY ,WHO QUESTIONED THEIR TRUTHFULNESS. OTHERS CAME FROM CULTURES WHERE IT IS NOT USUAL  OR EVEN ACCEPTABLE TO TELL YOUR LIFE STORY TO A STRANGER ,AND A FEW OF THEM FELT THAT THEY OR THEIR FAMILIES WERE STILL AT RISK FROM THE REGIMES THEY HAD FLED “.

THE PROJECT HAS NOW ENDED ,BUT THE TOURING EXHIBITION HAS BEEN WELL ATTENDED AND COPIES OF THE BOOK HAVE BEEN WIDELY DISTRIBUTED . JENNY GOES ON TO SAY THAT “ALL OF US THAT WORKED ON “THIS IS MY HOME NOW ” OVER THE EIGHTEEN MONTHS FOUND IT AN ENRICHING EXPERIENCE ,BUT WHAT IS MORE IMPORTANT ,THE PARTICIPANTS THEMSELVES HAVE ENJOYED THE PROCESS AND SEEM PROUD OF THE RESULT”.

FROM :    i  THE INDEPENDENT : ENGLAND :  EDUCATION  : BY :   ANDREW GRICE  POLITICAL EDITOR : TUESDAY 15TH MAY 2012 .

The Government will not ringfence the £2.5bn a year to be handed to schools for the most disadvantaged pupils to ensure all of it is spent on them, Nick Clegg admitted yesterday .

The Deputy Prime Minister said it would be wrong to ” micro-  manage ” every school from Whitehall by dictating how money allocated under his ” pupil premium ” scheme is spent. He dismissed criticism that it could be used to cover spending cuts.

But Alan Milburn, the Government`s independent reviewer of child poverty and social mobility , is to investigate how and where the money is being spent.” It is opaque .” said the former Labour cabinet minister .” That is the real problem .”

In a speech yesterday, Mr Clegg said the Coalition would not copy the previous Labour government by trying to hold the hand of every teacher . He is confident staff will innovate and spend the money  well in different ways- such as one – to – one tuition , catching -up classes, breakfast clubs or counselling .

But Christine Blower , general secretary of the National Union of Teachers , said : “The Pupil Premium is simply being used to plug gaps in school`s budgets because of other funding cuts.”

AT LAST , AN INVESTIGATION  INTO THE EFFECTS OF NON RINGFENCED  FUNDING  ON BOTH STUDENTS AND STAFF.       PAT CARTER : TUTOR  . PORTSMOUTH . ENGLAND.

Reporters Vanessa Thorpe and  Lucy Fulford in The Observer on the 29th of January 2012 wrote :

Director`s collection of Holocaust witness videos could alter the way history is studied

The arrival in Britain of an archive of tens of thousands of Holocaust testimonies will give much needed historical weight to the experiences of survivors ,  according to a leading scholar . David Cesarani of the Holocaust Research Centre at the University of London , believes that the US video archive set up 18 years ago by Steven Speilberg , will help to rebalance a picture that has been dominated by the study of perpetrators of the atrocities of the second world war.

The extraodinary catalogue of on personal testimony , collected by the Shoah  Foundation Institute since the film director made Schindlers List in 1993 , is housed at the University of California , but on Friday it was formally shared with academics and students at the research centre at Royal Holloway to mark Holocaust Memorial Day . The archive footage , which can be viewed by members of the public by appointment, chiefly features the memories of Jewish survivors , but some of the 52,ooo videos also tell of the experiences of other persecuted groups such as homosexuals and Jehovah`s Witnesses, as well of those of the liberating troops .

Cesarani believes the archive facility will set British historical research in the right context . “It is going to have a huge impact” he said. ” This is an authentic resource for British researchers and historians which will give them access to the experiences of people who have never written anything down.

Growing academic appreciation of the value of oral testimony will mean that the archive is well used, he believes. His views are echoed by Stephen D. Smith executive director of the USC Shoah Foundation Institute in California . Smith and his brother James M. Smith , founded the UK Holocaust Centre in Nottinghamshire and the British -based Aegis Trust.

Stephen Smith said this weekend. ” This is the voice of a conscience of our age. It`s there to help guide us and has a social value of conscience which I really hope can make a difference , and if it doesn`t we`ll rue the day, but it won`t be because the survivors didn`t  warn us”. He  said : The disempowered are now the empowered through their voices – but how prepared are we to listen?” Smith hopes that non-specialists will also visit the archive.  The USC Shoah Foundation Institute is broadening its archive to incorporate testimony from survivors of other genocides .This year Rwandan and Armenian testimony should be added to the visual history archive.

A  REPORT FROM THE NEWSPAPER  MATURE  TIMES   The voice of our generation . 2011 – 2012.

Sports archivists have uncovered never before – seen pictures of Britains first ever female football team – set up by Suffragette for the Rights of Women movement in 1881. The astonishing black and white photographs show the moment pioneering campaigners swapped their corsets for football shirts and formed ‘Mrs Grahams XI’.  Historians believe that the side helped women win the local Government vote and even sparked riots, after stepping onto the football pitch in revealing bloomers and blouses. Images of the team,  from Stirling, Scotland, were uncovered by artist Stuart Gibbs, 47 while compiling an exhibition about the history of the women’s game.

He said “They were on the cutting edge. The day after a controversial match in Glasgow the right for women to vote got the royal assent” .”The players were all part of the rights for women and the ‘rational dress movement’, so maybe the game was seen as a sign of the times and had some influence. ”

The stunning shots were uncovered by artist Mr Gibbs while researching `Moving  the Goalposts : A History of Womens Football in Britain’ currently touring the UK.  He compiled an album of pictures after scouring local libaries in Stirling. Mr Gibbs found suffragette Scot Helen Matthews, who played under the name Mrs Graham, had set up the first official womens club in the city.

The team known as Mrs Grahams XI – also the first national side-played their first official match at Easter Road ,on May 7, 1881. From that point on the team were never far away from controversy. The second game, against England at Shawfield Athletic Ground in Glasgow, on May 16 1881 sparked riots when they beat the visiting team 3-0.

Following the riots, the Womens Franchise (Scotland) Bill was given the royal assent, allowing women to vote in local government elections. This was a right women in England had enjoyed for two decades.  But the events of that day caused such a stir that a Government ban was imposed on women playing football in Scotland.

The team – which even included the world’s first black female footballer, Carrie Boustead – were considered “improper” by their male counterparts. But they battled on to eventually obtain recognition. Mr Gibbs said, “There were critics right from day one. Even women’s magazines were against it, even though you wouldn’ t think they would be. It just wasn’t acceptable for women to dress in trousers and football was considered a man’s game.

“The women had lots of fans, but they also had lots of objectors and there were a few problems caused by hooligans who tried to disrupt the game. Female teams played right through the First World War – but on December 5, 1921 the English Football Association voted to ban womens football from grounds used by its member clubs. The ban was not lifted until July 1971.

JESSICA  SHEPERD : EDUCATION CORRESPONDENT OF THE GUARDIAN REPORTED ON THE 27TH DECEMBER 2011.

The Guardian spoke to scores of associations  representing educational workers and requested figures from councils through the Freedom of Information Act. The information shows that schools are ending or cutting funds for an initiative lauded by reseachers that offered one to one tuition for pupils falling behind in reading , writing, and maths .”

“Researchers proved that the initiative accelerates pupils progress and gives them confidence. Hertfordshire county council said fewer schools in its area were now giving one to one tuition. They were concentrating on smaller group work instead.”

“The Department of Education says schools still recieve their grant for one to one tuition , but it is no longer ringfenced and can be spent on other areas. “

Mary Bousted, general secretary of the Association of Teachers and Lecturers , warned that the cuts  uncovered by The  Guardian would lead to “Englands long tail of under- achievement getting longer” She feared the most vunerable would suffer the most and fall further behind .Gove had been disingenuous in assuming the front line would be protected, she said” “Meanwhile essential help for children falling behind in maths and English is being scaled back.”

“One to One Tuition in maths and English is being dramatically reduced. In April funds for such tuition stopped being ringfenced and many schools have diverted funds elsewhere .”Many local authorities have a service that co-ordinates one to one tuition in schools . But, in such areas as Hertfordshire the services have had to be cut. the local council says it has noticed that fewer schools are giving such tuition and has reduced its team from six to two.”

WARRIOR: THE AMAZING STORY OF A REAL WAR HORSE.  PUBLISHED BY RACING BOOKS AT £14:99

Horse racing expert Brough Scott, signed copies of the new edition of his grandfather, General Jack Seely’s book at Waterstones in Newport, Isle of Wight and also gave a talk on the focus of the book, legendary horse,Warrior, to an audience of 70.

This story of a real war horse was written by General Jack Seely of Brook and was  first published in 1934. General Seely was known as a local benefactor on the Island on matters of education amongst the poor by setting up a libary there. His wife Dorothy Brooke also began the charity ‘The Brooke Trust’ some 80 years ago. It still runs the Old War Horse Memorial Hospital in Cairo, and it also works in Latin America, Asia, and Africa.

This is a true story by Seely based on Warrior, who, on the fields of Passchendaele and the Somme endured the most horrific experiences. The charge into the battle of Moreuil Wood was led by Warrior, and he was one of the few  animal survivors of World War 1 .  Eight million horses, donkeys, and mules perished in the terrible conflict. Warrior was brought home to the Isle of Wight by his owner, Christmas 1918, and subsequently lived on for 33 years.

When Warrior passed away, his obituary apeared in The  London Evening Standard. It carried the heading : The Horse The Germans Could Not Kill.

FILM  DIRECTOR  STEVEN  SPIELBERG’S  ORAL  HISTORY  LINK.

It is little wonder that the film director Steven Spielberg has produced the acclaimed new film ; War Horse, based on the book by Michael Morpurgo which became the basis of a play now retold by Spielberg. But, what is not widely known is that Spielberg was the key person in establishing an  oral history archive –  Survivors of the Shoah Visual History Foundation, based in America.

Whilst working on the film Schindlers List in 1994 and  based on events of the Holocaust, Spielberg became passionate about the recording of eye witness accounts and was determined that there would be lasting evidence of what happened in history  so that future generations of people would know of the horrors that transpired and that lessons would be learned from these  events  so the it would never happen again.

WHAT IS DOWSING?

Dowsing is a way of finding out about things we cannot see. It is a wonderful tool and one that we can all use.You may well have heard of dowsing or `divining’ being used to find water. Dowsing is also used in the surveying of buildings and archaeological searches; in looking for oil, mineral deposits and lost objects and for the investigation of earth energies and geopathic stress.

The British Association of Dowsers  special interest groups include: Archeological, Health, Earth Energies, and a Water and Site Dowsing group. There are some 25 local groups around the country. If you are interested, try their  website www.britishdowsers.org which provides  information and details on how to join.

VILLAGE WATER.

Village Water is the campaigning arm of the British Society of Dowsers, a UK registered charity no. 295911. One of the projects is in Munyinda in the Western Province of Zambia, Central Africa. They have the benefits of a new well installed by Village Water.

In Zambia, Central Africa, farmers have used their ingenuity and skills for many years to make the best of a tough climate and, in the Western Province, a poor sandy soil. They have learned methods of soil conditioning, such as applying roots of cassava plants, so that their only shortage now is irrigation water in the dry season, which lasts 8 months of the year. That is why wells being sunk helps them greatly, to grow food, through irrigation, and to make a living, thus providing for their families in what can be a harsh enviroment.
