WELFARE REFORM IS PLUNGING PEOPLE INTO DEBT AND LEAVING DESPARATE PEOPLE WALKING MILES FOR FOOD ,OUR DIOCESAN SYNOD HEARD .

A DEBATE ON THE IMPACT OF FINANCIAL AUSTERITY AND CHANGES IN BENEFITS -AND HOW CREDIT UNIONS COULD HELP THOSE STUCK IN DEBT -HEARD FROM EXPERTS WHO WORK WITH DISADVANTAGED PEOPLE IN THE DIOCESE .

THE FOUR SPEAKERS INCLUDED CAROLE DAMPER ,CHIEF EXECUTIVE OF THE ROBERTS CENTRE WHICH HELPS FAMILIES IN PORTSMOUTH .SHE  SHARED STATISTICS ,INCLUDING THE FACT THAT PEOPLE LIVING IN THE POOREST AREA OF PORTSMOUTH DIE ON AVERAGE 11 YEARS YOUNGER THAN THOSE IN THE RICHEST AREA OF THE CITY ,AND THAT ONE IN FIVE OF THE CITY`S OLDER PEOPLE LIVE IN POVERTY .

SHE TALKED ABOUT THE IMPACT OF THE SO CALLED `BEDROOM TAX`,WHICH PENALISES THOSE FOUND TO BE UNDER OCCUPYING THEIR HOMES .

SOME FAMILIES HAD BEEN PLUNGED INTO DEBT FOR THE FIRST TIME ,AND COULD DO NOTHING ABOUT THEIR UNDER -OCCUPANCY AS SMALLER HOMES WEREN`T  AVAILABLE .

AND SHE SAID THAT WHILE FOODBANKS WERE HELPFUL ,PEOPLE JUST BECAME DEPENDENT ON SHORT-TERM HANDOUTS RATHER THAN FINDING A LONG TERM SOLUTION .

NICKY YUERN FROM THE YOU TRUST, WHICH WORKS WITH YOUNG PEOPLE ,THE HOMELESS AND PEOPLE WITH LEARNING DIFFICULTIES ,SAID THAT THEY HAD SEEN 11,000 PEOPLE IN 2012 -13 .THIRTY PER CENT OF ENQUIRIES WERE ABOUT  CHANGES IN WELFARE BENEFITS ,MANY WERE DESPERATE .

SOME ARE CONCIDERED FIT FOR WORK DESPITE BEING IN THE FINAL STAGES OF CANCER, SOME HAVEN`T EATEN FOR DAYS ,AND SOME PEOPLE ARE SECTIONED ON THE PREMISES .

SHE WARNED THAT COUNCILS WHICH WANTED TO HELP ,BUT HAD NO RESOURCES TO DO SO ,WOULD RELY INCREASINGLY ON VOLUNTARY GROUPS SUCH AS OUR  GOOD NEIGHBOURS SUPPORT SERVICE.

SAM WILKES -HOLMES OPERATIONS MANAGER AT HAMPSHIRE CREDIT UNION ,EXPLAINED THAT THE CHANGE TO THE UNIVERSAL CREDIT SYSTEM ,AND THE PAYING OF HOUSING COSTS TO A TENANT RATHER THAN A LANDLORD ,MEAN THAT SOMEONE WHO PREVIOUSLY RECIEVED £70 A WEEK IN EMPLOYMENT SUPPORT ALLOWANCE ,MIGHT NOW GET £1,200 A MONTH AND BE EXPECTED TO BUDGET THAT AMOUNT .

HE TOLD THE SYNOD ABOUT THE C U RIGHT LOANS, WHICH WOULD HELP THE CREDIT UNION OFFER INSTANT ,LOWER COST LOANS TO THOSE WHO WOULD BE OTHERWISE TEMPTED TO TRY PAYDAY LOAN COMPANYS .

AND CANON ANTHONY MACROW-WOOD, WHO IS ORGANISING A NEW CHURCHES`MUTUAL CREDIT UNION ,EXPLAINED HOW CHURCHES COULD HELP EXISTING CREDIT UNIONS .HE SAID THAT CHURCH LEADERS SHOULD ASK CREDIT UNIONS WHAT SUPPORT THEY WOULD LIKE.

SOME MIGHT NEED STRATEGIC HELP ,SOME MIGHT WANT WORSHIPPERS TO SAVE WITH THEM OR BORROW FROM THEM ,AND SOME CHURCHES MIGHT BE IN THE RIGHT PLACE TO BECOME SERVICE POINTS FOR CREDIT UNION MEMBERS.

THE CHURCHES` MUTUAL CREDIT UNION WILL START TRADING IN OCTOBER 2014 AND MIGHT PROVIDE A NEW MODEL FOR FUNDING MISSION .

 AUSTERITY ISN`T WORKING ! !
